On September 26, 1975, the Illinois General Assembly passed Public Act 70-1108 entitled the "Illinois School Records Act".  Subsequent to the passage of the Act the Illinois State Board of Education promulgated rules and regulations to govern the School Student Records Act.
 
Pursuant to the rules and regulations of the State Board of Education, the Board of Education is obligated to notify all students and their parents of the rights afforded by the act.  This is the purpose of this entry.
 

The Act provides for two (2) types of records to be kept by the school.  The first type of record is entitles "Student Permanent Record" and shall consist of the following:

  1. Basic identifying information; including student's and parent's names and addresses, birth date and place, and gender;
  2. Academic transcript: including grades, class rank, graduation date, grade level achieved, and the scores on college entrance examinations;
  3. Attendance record;
  4. Accident report and health record;
  5. Record of release of permanent record information;
  6. Honors and awards received; and
  7. Information concerning participation in school-sponsored activities or athletics.

The second type of record required to be kept by the school shall be known as the "Student Temporary Records" and shall consist of all information not required to be in the Student Permanent Record, and may include such things as family background information, disciplinary information, aptitude test scores, and other verified information of clear relevance to the education of the student.

As a parent, you have certain rights accorded to you in regard to the inspection, control of access, and challenge of information contained in the student's record.  You, as a parent, have the right to inspect and copy all school student "Permanent" and "Temporary Records" of your child.  The cost of copying such records will be $.20 per page.

The school staff shall grant access to information contained in school student records to persons authorized or required by State or Federal law, providing such persons have appropriate identification and the parent receives prior notice.  Parents shall have the right to challenge any entry exclusive of grades on the basis of accuracy, relevance, and/or propriety.  The request for a hearing shall be in writing to the principal and shall contain notice of specific entries to be challenged.  This may be done at any time or prior to the transfer of the record to another school.

No person may condition the granting or withholding of any right, privelege, or benefit; or make as a condition of employment, credit, or insurance the securing by any individual of any information from a student's "Temporary Record", which such individual may obtain through the exercise of any right secured under the Act or these regulations.

A copy of the Board of Education Policy on Student Records may be obtained upon request.
